The One Big Beautiful Bill Act (OBBBA), signed into law on July 4, 2025, includes changes to Federal Student Aid programs.
While colleges are still awaiting official implementation guidance from the U.S. Department of Education, the information below outlines how certain provisions of the law may affect students at Hinds Community College beginning in the 2026–2027 academic year.
Please note: Information on this page is subject to change as additional federal guidance and regulations are released. Hinds Community College will continue to update this page as new information becomes available from the U.S. Department of Education.
Effective July 1, 2026Â
Beginning with the 2026–2027 award year, the following changes will apply to Federal Pell Grant eligibility:Â
- Students with a Student Aid Index (SAI) that is equal to or greater than twice the maximum Federal Pell Grant award for the award year will not be eligible for a Federal Pell Grant, even if they meet the minimum eligibility requirements.Â
- Example: If the maximum Federal Pell Grant for 2026–2027 is $7,395, students with an SAI of 14,790 or higher will not qualify for a Federal Pell Grant.Â
- Students whose non-federal grants or scholarships (such as state, institutional, or private aid) cover their full Cost of Attendance (COA) will not be eligible for a Federal Pell Grant.Â
- Any foreign earned income exclusion reported on the FAFSA will be added to the student’s adjusted gross income (AGI) when determining Federal Pell Grant eligibility.Â
Effective July 1, 2026Â
Beginning with the 2026–2027 award year, several changes will affect federal student loans.Â
Parent PLUS Loan LimitsÂ
New Parent PLUS Loan borrowers will be subject to:Â
- Annual borrowing limit: $20,000 per dependent studentÂ
- Lifetime (aggregate) borrowing limit: $65,000 per dependent studentÂ
Current Parent PLUS borrowers who received a loan during the 2025–2026 academic year or earlier may continue borrowing under the current limits for up to three years, provided the student remains continuously enrolled, or until the student graduates, whichever comes first.Â
Annual Loan ProrationÂ
Students enrolled less than full-time will have their annual federal loan eligibility reduced based on their enrollment level.Â
Student Loan RepaymentÂ
Federal repayment options will be simplified into two plans:Â
- A new Tiered Standard Repayment PlanÂ
- A new income-driven repayment plan called the Repayment Assistance Plan (RAP)Â
Additional Information About Annual Loan Proration
Effective July 1, 2026Â
Students must be enrolled in at least 6 semester credit hours to qualify for federal student loans.Â
- Full-time enrollment is defined as 12 or more semester credit hours per term.Â
- Students enrolled less than full-time will only be eligible for a portion of the annual loan limit based on their enrollment level.Â
- If your enrollment changes during the academic year, your eligibility for Direct Subsidized and Direct Unsubsidized Loans may also change. Hinds Community College will notify you if your loan eligibility is adjusted.Â
Example: Full-Time EnrollmentÂ
A first-time, first-year student enrolled in 12 credit hours during both the fall and spring semesters is eligible for 100% of the annual subsidized loan limit of $3,500.Â
Loan disbursement:Â
- Fall: $1,750Â
- Spring: $1,750Â
Total annual loan: $3,500Â
Example: Part-Time EnrollmentÂ
A first-time, first-year student enrolled in 6 credit hours during both the fall and spring semesters is eligible for 50% of the annual subsidized loan limit of $3,500.Â
Loan disbursement:Â
- Fall: $875Â
- Spring: $875Â
Total annual loan: $1,750Â
